The Artits is actually called Anton Kaulbach, he lived from 1864 to 1934. he was a deaf artist and lived in Berlin. The picture is called "Bildnis einer elegenaten Dame mit Falken" ("Picture of an elegant Lady with a aflcon") and tille earlier this year (January 2017) it was based in Erkrath, North-Western Germany. It was sold in an auction for 1.890 euroe (roughly 2200$) to an unknown buyer.
