The correct spelling of the name of the man is "Tokugawa Ieyasu”.
First character of Ieyasu is capital “ i ”, not L.
Takugawa is family name.
Ieyasu (1543-1616) is famous Shogun (head of Samurai class) who was founder of the Tokugawa Shogunate (Edo period, 1603-1867).
Edo period was the last golden age for Japanese falconry as custom in ruling class.
And, “Buchi” is correct spelling for the stick.

The artist of statue is Yamashita Tsuneo (1904-1994).
Yamashita is family name.
The statue was made in 1994.
You may think that there is tortoise in the base of statue.
But, to be exact, it is not tortoise.
It is legendary animal in China.
The name is Hiki that is one of 9 children of dragon.
There is story that Hiki likes to keep heavy object.
So, people used the image of Hiki in the base of big pillar or statue.
Hiki is not related to falconry.
